The State Agency for Technological Reform, I.P. (ARTE), is the public institute responsible for directing, coordinating, and executing the technological transformation and digitalisation of Portugal's Public Administration. It falls under the supervision and oversight of the Ministry for State Reform.
ARTE was established in 2025 as part of the restructuring of the Agency for Administrative Modernisation (AMA). Its mission is to promote administrative modernisation and simplification, ensure system and data interoperability, implement cyber security and data governance policies, integrate emerging technologies, coordinate the multichannel and in-person service network, and strengthen Portugal's digital capability—all in close collaboration with Public Administration entities.

It also develops bespoke upskilling solutions for public and private partners—both national and Portuguese-speaking countries—using in-person, eLearning, and virtual action learning methodologies.
